Resolution of the Parliament of Georgia
Taking into account the colonial policy of the Russian Empire toward the Circassians during the Russo-Caucasian War of 1763–1864, when the political and military leadership of the Empire planned in advance and subsequently carried out ethnic cleansing in the territories of Circassia, and deliberately settled other ethnic groups in the areas emptied of them;
Taking into account the fact that, as a result of numerous punitive military expeditions, more than 90 percent of the Circassian population was physically exterminated or expelled from its homeland;
Taking into account the numerous official documents of the Russian Empire that confirm the aggressive actions of the Empire’s military units during the Russo-Caucasian War, in particular artificially created famines and epidemics aimed at the physical destruction of the peaceful population — representatives of Circassian nationality;
Taking into account the Resolution No. 977–XII-B of the Supreme Council of the Kabardino-Balkar Republic of 7 February 1992, “On the Condemnation of the Act of Genocide of the Adyghes / Circassians during the Years of the Russo-Caucasian War,” and giving a legal-political assessment to the consequences of the Russo-Caucasian War of 1763–1864;
Taking into account the long-term research which, in this case, established both the fact and the intent of genocide.
On the basis of the above, the Parliament of Georgia resolves:
1. To recognize the mass extermination of the Circassians / Adyghes and their expulsion from their historical homeland during the Russo-Caucasian War as an act of genocide, in accordance with the Hague Convention IV of 18 October 1907 “Respecting the Laws and Customs of War on Land” and the United Nations Convention of 9 December 1948 “On the Prevention and Punishment of the Crime of Genocide.”
2. To recognize as refugees the Circassians deported during and after the Russo-Caucasian War, in accordance with the United Nations Convention of 28 July 1951 “Relating to the Status of Refugees.”
